Can I create a new admin password while logged on as a regular user?

I want to create a new admin password to my Win2000 server while logged on as a regular user and not as an admin. Is this possible?
You cannot create a new administrator account, nor modify another user's password while logged on as an ordinary user. The right to do these things is given to administrators, not users. However, in an Active Directory environment, rights can be delegated, and such capability might be created for a group of non-administrative users -- effectively making them administrators of a sort. However, it should not be done, since these users might then be able to elevate their privileges by posing as the administrator they changed the password for, or by creating a new account with this level of privileges.
