Can I shutdown without logon on a Win2k Server?

Can I shutdown without logon on a Win2k Server? I've already changed the value in the registry to 1, but the shutdown button is still disabled.
You most likely need to go into the Local Security Policy (in the Administrative Tools folder), and select "Local Policies," then select "Security Options." There is an option to "Allow system to be shut down without having to log on." Make sure this is enabled.
