Disabling file transfer in MSN Messenger

How can I disable file transfer in MSN Messenger? I'm using ISA Server 2000. I only enabled port 1863.
File transfer using Windows Messenger and/or MSN Messenger incoming and outgoing ports 6681-6900. If these ports are blocked on the firewall, then file transfer cannot occur. Blocking these ports will not impact instant messaging. Port 1863 -- outgoing -- is required for instant messaging.
