From where is Windows update disabled?

I'm using Windows 98 and Internet Explorer 5.5. I am trying to update Windows, but it keeps giving me this message: "Windows update has been disabled by the administrator." I ran msconfig, and it is not disabled from the startup. Where else could it be disabled?
There are several events that can cause this. First, see if you can connect directly to the Windows Update site by typing the following URL in the Address Bar of Internet Explorer: http://v4.windowsupdate.microsoft.com.

If you can connect this way, it's possible the shortcut link in your Start Menu is corrupted.

If you cannot, it is possible that the Wupdmgr.exe file is missing or corrupted.

If this does not resolve your issue, there is a registry hack that may help. Check out MS KB Article 228548.

I also seem to remember a worm that did this a while back. I would start by updating and running your antivirus software and doing a system scan.
