How can I block an IP address?

I have Windows XP Pro and I am running a cam server. Someone is trying to connect every 10 minutes, on a timer. I want to block his or her IP address. How can I do that? I have a hardware firewall and a software firewall, but he/she still gets through somehow. The router is Netgear FVS318.
The documentation for your hardware firewall should show you how to block a specific IP address by writing a rule or a protocol filter on the Internet interface.
