How can I locate the policy that keeps overwriting my updated data?

Our server login banner is set at:
HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindowsCurrentVersionPoliciessystem.

I have changed the wording of the LegalNoticeText, but it appears that it refreshes overnight and the original text replaces my updated text.

Could you tell me where I might find the instruction that is refreshing to the original text? I have looked in Group Policy in Active Directory, but I have been unable to locate it.

Group Policies are applied in the following order: local policies, site-based policies, domain policies, and organizational unit policies (LSDOU for short). The policy that was applied last persists. It sounds to me like there's a policy overriding your setting that is being applied later, so check each of these levels. The Group Policy Management Console can be helpful in finding such an object, with its ability to find objects.
