How can I tell what application is listening to a port?

How can I tell what application is listening to a port?

Is there a way to determine what application is listening to a port? Netstat reports the port as already bound. Telnet-ing to the port directly doesn't reveal much. Is there some way to query the OS to reveal what application has bound to the port?
