Is AD required to implement Domain Security Policies?

Is Active Directory required to implement Domain Security Policies, or can we run our domain in mixed mode without Active Directory and still have rigorous centralized domain security?

The Domain Security Policies are integrated into the AD domain structure. Without it there is no foundation against which to apply GPOs or maintain control over domain objects.
