My Windows Firewall is getting turned off whenever my system reboots. Sometimes, even when I do not reboot, it seems to turn off at random. What can do this?

I would look for any third-party security software you may have installed that is conflicting. In particular, if you have another software firewall, it might be conflicting with the Windows Firewall. Additionally, you might want to run a virus scan on your system.

If your system is a member of a domain, it's possible that Group Policy is turning your Windows Firewall off, in which case you need to talk to your administrator about that.
