I have a small LAN specified just for Internet services. I want users to
access Internet services like browsing and chatting without login onto the
network resources. By that I mean, if the login window for entering their
name and password appears, then they can just click cancel. Is this
possible?

Unfortunately the answer is no. On a Windows NT/2000/XP system, a user needs
to log on to the system. If you want them to have very limited access,
perhaps you can create a guest account for them to use that has very limited
permissions. In fact, just enough permission to perform Internet browsing
and chatting.
