You can change the "Control Panel" link into a more useful menu -- where you can pick up the item you want.
- Right Click on the task
- Choose "Properties"
- Click on "Advance" tab
- Tick "Expand Control Panel" in the list
- Click "Apply"
Here you are. The "Control Panel" link in "Start->Settings" is now a menu, but you can still double click on it to open the "standard" control panel view.
