By default Windows XP doesn't show security tabs on property pages. You have to disable this in order for users to add security to shared folders.
Here's how:
Right click on My Computer, Tools, Folder Options, View.
From the Advance setting list uncheck "use simple file sharing."
Right click the folder you want to apply permissions and then select permissions.
