Teach all your users how to use keyboard shortcuts.

Provide them with a quick reference card that lists the most common ones for your system. This way, if a driver locks up the mouse or if you need to talk them through a safemode repair on a unit with a USB mouse or some other system anomaly, you have someone who is competent and confident on the phone.

This goes for applications also - If they can save their work and close down the system securely without the mouse, everyone will be much happier.
