How does licensing work for Win2k server with on NT4 clients?

We are looking at implementing Terminal Services, and I'm a little confused about the licensing. We have a Win2k server, and all the clients are running NT 4.0. Up front, we will only have about 20 users. What exactly do we need, server side and client side, to be legal?
I must begin by saying that if you want a legal opinion about licensing, you need to check with the company doing the licensing. Microsoft has this information on its Web site. That said, you can check out my explanation of Windows 2000 Pro (and XP) clients and Windows 2000 Server, and why you still need a license server even if all your clients are running Win2K Pro or XP.
